A thin layer of "high" thermal conductive MI mineral used to electrically insulate the element wire from inside diameter of heater sheath. A thicker, "low" thermal conductivity layer backs up the element wire directing the heat inward toward the part beaning heated.
The result is more efficient heat transfer, which lower element wire temperatures and increase heater life.
